Stellaris gives every new empire two civics, and the pair you pick on the creation screen is usually the pair you are going to play with for a long time. A third slot opens once you research Galactic Administration. Any other change goes through a government reform, which costs 10 Unity per point of Empire Size and can normally be done only once every 20 years, although researching Galactic Administration resets that timer.
In patch 4.5, the strongest civics for most regular empires are Catalytic Processing, Merchant Guilds and Memorialists, while Beastmasters is the strongest pick for an early war but sits one tier lower, because its space fauna fleet falls behind later and the civic can never be removed. Right below them you will find Parliamentary System, Functional Architecture, Technocracy, Meritocracy and the big unity civics such as Exalted Priesthood and Death Cult. Machine empires get the most out of Rogue Servitor, and megacorps out of Worker Cooperative.
Every civic effect on this page was checked against the game files of patch 4.5.2, because a good part of what older tier lists (and even a few in-game tooltips) say no longer matches the game. This guide will go through the regular civics first, then the gestalt and corporate ones, and then the civics that changed the most since 4.0.

The tiers rate how much a civic does for most empires that can take it. Each placement starts from the civic’s real numbers in the files and from what players have been running since the 4.3 balance pass, and it moves wherever the files prove an old claim wrong. Anglers, for example, no longer make any extra food, while Experimental Sentencing still beats a normal researcher on any planet with crime after its 4.5.2 nerf. S tier civics are worth a slot in almost any empire that qualifies, A tier ones are excellent whenever your ethics and authority allow them, B and C are solid or situational, and a D or F civic will usually cost you more than the slot is worth.
Origins and builds can move a civic by a whole tier, which is what the “best for” column is there for. Citizen Service sits in B because it is S tier with Knights of the Toxic God and fairly weak anywhere else, and Dimensional Worship, Genetic Identification and Environmentalist only climb to A inside their Cybernetic Creed or Teachers of the Shroud builds. Newer civics without any current player data, such as Scorched World Heralds, Planet Forgers and Galvanic Synthesis, are listed as unranked.
Best civics by empire type
The table below gives you two starting civics for each common kind of empire, plus a third for when Galactic Administration opens the next slot. Every combination in it is legal for the empire type in its first column, and each one comes from builds that players have run in patches 4.3 to 4.5.
| Empire type | Civic 1 | Civic 2 | 3rd civic later | Why |
|---|---|---|---|---|
| Beginner (Democratic or Oligarchic) | Meritocracy | Catalytic Processing | Memorialists or Functional Architecture | Nothing locked, no combo needed: +10% Specialist output, 3.75 Alloys per 100 Metallurgists |
| Unity rush (Democratic) | Parliamentary System | Memorialists | Byzantine Bureaucracy | Factions and their Unity from day 30 instead of year 10; reform it out after the early game |
| Spiritualist unity rush (low-habitability worlds) | Fire Cult | Death Cult | Exalted Priesthood (Oligarchic) | Priests merge into Cremators: 2 Unity, 0.5 Society and the Fire Cult bonus per 100 |
| Psionic (Teachers of the Shroud) | Chosen | Environmentalist | Ascensionists | Shroud patron contact and Psionic Aura from day one; -20% pop Consumer Goods upkeep |
| Research (Materialist) | Technocracy | Crowdsourcing | Meritocracy | Science Directors add 1 of each research per 100; factions make research instead of Unity |
| Research (Cybernetic Creed) | Genetic Identification | Dimensional Worship | – | Priests add +1.5 Society and +1 Physics per 100 |
| Military and conquest | Distinguished Admiralty | Vaults of Knowledge | Crusader Spirit | +10% fire rate, +20% Fleet Command Limit; Vaults give +1 leader starting level |
| Imperial or Oligarchic elite build | Merchant Guilds | Aristocratic Elite | Technocracy, or Exalted Priesthood if Oligarchic | Merchants add 6 Trade per 100; +10% Elite efficiency; Noble Estates add 100 jobs |
| Under One Rule (starts Dictatorial) | Merchant Guilds | Exalted Priesthood | Police State | No Aristocratic Elite at the start; Exalted Priesthood is lost if you proclaim Imperial rule |
| Megacorporation | Worker Cooperative | Mastercraft Inc. | Pharma State | Mutual Aid turns 75% of trade into resources; Artificers 8 Consumer Goods + 2 Trade per 100 |
| Megacorp (Cybernetic Creed) | Augmentation Bazaars | Sequenced Securities | Dimensional Enterprise | Priest megacorp: +1.5 Society and later +1 Physics per 100 Bureaucrats |
| Machine Intelligence | Rogue Servitor | Astro-Mining Drones | Static Research Analysis | +20% Complex Drone efficiency from the starting Bio-Trophies; +50% mining station output |
| Hive Mind (Wilderness) | Natural Neural Network | Empath (swap to Divided Attention) | Elevational Contemplations | +1 research option, +0.25 research per 100 symbionts; swap Empath for Divided Attention |
| Thermophile Hive Mind (Progenitor Hive or Overtuned) | Cultivation Drones | Galvanic Symbiosis | Divided Attention | +10% job output and pop growth, +75% infrastructure refund |
| Genocidal (Fanatic Purifiers) | Fanatic Purifiers | Distinguished Admiralty | Catalytic Processing | +33% fire rate and Naval Capacity, plus +10% fire rate and +20% Fleet Command Limit |
Beginners
For a first empire, you want civics that work without a combo and that you can reform out later without regret. Catalytic Processing is the easiest of them. Your Metallurgists will become Catalytic Technicians, who make 3.75 Alloys per 100 jobs for 9 Food instead of 3 Alloys for 6 Minerals, and your Artisans will make 7.5 Consumer Goods for 9 Food instead of 6 for 6 Minerals. You will also start with one Mining district less and two more Agriculture districts to feed it all.
Very few civics touch base Alloy output, which is why this one is S tier.
Memorialists has no ethics or authority requirement at all. It swaps your monument buildings for the Galactic Memorial line and gives you Death Chroniclers, who turn Consumer Goods into Unity and Stability. Meritocracy is a safe partner for Democratic and Oligarchic empires and gives +10% Specialist output. Functional Architecture has no requirements either, with -15% Infrastructure Cost for buildings, districts and zones and +15% Infrastructure Build Speed, and it lets you build the basic district specializations without their technology. Unlike in older versions, it gives no building slot.
Civil Education fits almost any empire as well and turns your Enforcers into Educators, who add 2.5 Unity per 100 jobs.
Beware that the three S tier civics and Beastmasters each need a DLC: the Plantoids Species Pack for Catalytic Processing, the Necroids Species Pack for Memorialists, MegaCorp for Merchant Guilds and Grand Archive for Beastmasters.
On a first run, also stay away from locked civics such as Fire Cult, Inward Perfection or Beastmasters, because you will never be able to remove them.
Unity rush
A unity rush wants as many traditions and ascension perks as possible in the first decades. Parliamentary System lets your factions form 30 days into the game, while most empires have to wait until year 10, and that early faction Unity is the whole point of it.
Once the early game is over, you can reform it out for Memorialists or Byzantine Bureaucracy, which adds 1 Unity and 1 Stability per 100 Bureaucrat-type jobs and needs no particular ethics or authority. Without the civic, factions will only form after year 10 and first contact with another species, so make sure you have met somebody before you reform it out.
Spiritualists rush with Exalted Priesthood or Death Cult instead, and the strongest pair in 4.3 was Fire Cult with Death Cult, whose priest swaps merge into a single Cremator job. Players were finishing three tradition trees in 12 to 13 years with it, but patch 4.5.2 replaced Fire Cult’s old unity bonus with Job Efficiency for Fire Dancers, so the old 4.3 numbers no longer apply. Whatever you pick, the order of your traditions matters just as much, and our Stellaris tradition tier list shows where all that Unity should go.
Research
Technocracy is the research civic for any Materialist empire since its 4.3 rework. Its Science Directors give up 1 Unity per 100 jobs for 1 Physics, 1 Society and 1 Engineering research, and every Research Institute adds 200 more of them. Crowdsourcing is the other A tier option. Your factions will produce research instead of Unity and form shortly after the game starts, at reduced output for the first ten years, but it cannot be combined with Parliamentary System or with any fanatic ethic. Meritocracy will help a Democratic or Oligarchic research empire as well, since researchers are Specialist jobs.
With the Cybernetic Creed origin, you can stack Genetic Identification, which adds 1.5 Society research per 100 Bureaucrat-type jobs, and Dimensional Worship, which adds 1 Physics research per 100 Priests, so that your priests will make research as well as Unity. For Authoritarian or Xenophobe empires, Experimental Sentencing was the top research civic until 4.5.2 halved the research output of its Experiment Engineers, and it is still A tier.
Military and conquest
Beastmasters is the strongest civic for an early war. You will start with Space Amoebas instead of normal warships and a Beastport in your home system, and space fauna costs 15% less to clone and 10% less upkeep. The price is +200% build cost and upkeep for every artificial military ship.
Since Beastmasters can never be removed, that penalty stays with you after the fauna falls off late in the game.
For a normal navy, Distinguished Admiralty is the usual pick for any Militarist, with +10% ship fire rate and +20% Fleet Command Limit, and Vaults of Knowledge will help if you want high-level commanders, since your leaders start one skill level higher. Our Stellaris fleet composition guide shows what to put in those fleets. Knights of the Toxic God empires usually take Citizen Service (+15% Naval Capacity, +2 Unity per 100 Soldiers) with Meritocracy. Reanimators and Crusader Spirit are the B tier options.
Spiritualist
Spiritualist empires get the deepest pool of unity civics. Exalted Priesthood (Oligarchic or Dictatorial) turns Politicians into High Priests, who make 1 Unity more than a Politician’s 5, adds +1 Unity per 100 Priests and gives every Citadel of Faith 200 extra High Priest jobs. Death Cult turns Priests into Death Priests and starts you with a Sacrificial Temple with 100 Priest-type and 100 Mortal Initiate jobs, and you will have to keep at least 100 Mortal Initiates before you can use its sacrifice edicts. Memorialists and Superstitious Beliefs round out a priest empire.
The current psionic rush is Teachers of the Shroud with Chosen and Environmentalist, played toward the Composer of Strands, with Ascensionists as the third civic (+25% Colony Ascension Effects, -25% tradition cost from Empire Size). Chosen starts you in contact with a Shroud patron, but it blocks the non-psionic ascension perks and you can never reform it away (only a covenant with the Whisperers in the Void or the End of the Cycle removes it), so it is only S tier inside this build. Our guide to the best ascension perks in Stellaris picks up from there.
Imperial and Under One Rule
Imperial and dictatorial empires have to plan around authority locks:
- Aristocratic Elite needs Oligarchic or Imperial.
- Exalted Priesthood needs Oligarchic or Dictatorial.
- Philosopher King needs Dictatorial or Imperial.
- Feudal Society and Imperial Cult need Imperial, and Imperial Cult also needs Authoritarian and Spiritualist ethics.
The usual elite build takes three of Merchant Guilds, Aristocratic Elite, Police State and either Technocracy or Exalted Priesthood, since those two need opposite ethics. Your Nobles will then merge with Merchants, Science Directors or High Priests into combined jobs.
Under One Rule must start Dictatorial and cannot reform its authority while its Luminary lives, so it cannot start with Aristocratic Elite, Feudal Society or Imperial Cult. If you later accept the event to proclaim Imperial rule, the game will switch you to Imperial and remove the civics that are no longer valid, which means Exalted Priesthood is lost. Byzantine Bureaucracy and Merchant Guilds work under both, and Philosopher King, a D tier civic in most empires, adds +5 Effective Ruler Skill if you build around your ruler. Oppressive Autocracy needs Fanatic Authoritarian under any authority and can never be added or removed by reform after game start (although a deal with the Under One Rule reformists can strip it), so a telepath-elite build around it has to be planned at empire creation.
Megacorporations
Megacorps pick from their own civics, which have a separate table further down. The standout setups are Worker Cooperative with Mastercraft Inc., and Augmentation Bazaars with the Overtuned or Cybernetic Creed origin, where Cybernetic Creed megacorps add Sequenced Securities and later Dimensional Enterprise. Free Traders is the flexible staple if neither fits.
Genocidal empires
Every genocidal civic is locked at empire creation, so decide before you start. Fanatic Purifiers (Fanatic Xenophobe plus Militarist or Spiritualist) gives +33% ship fire rate, army damage and Naval Capacity, -15% Ship Build Cost and 1.5 Unity for every 100 xeno pops you purge, and the Necrophage origin is a common partner for it. You will lose diplomacy with other species and the Galactic Market. Machines get Determined Exterminator (+25% ship weapons damage, +33% Naval Capacity), and Hive Minds get Devouring Swarm (+25% ship hull, +40% army damage, +33% Naval Capacity). Scorched World Heralds for Thermophiles has even bigger numbers, with +50% Naval Capacity, but no current player data, so we left it unranked.
Machine Intelligence civics
No 4.x tier list ranks Machine Intelligence, Hive Mind or corporate civics, so these three rankings are our read of the 4.5.2 numbers plus a thinner pool of player opinion than the regular list. Individualist machines use the regular table, where Rapid Replicator, Static Research Analysis, Lubrication Tanks and Warbots have their own rows.
| Civic | Tier | Best for | Why (4.5.2 numbers) | Requirements |
|---|---|---|---|---|
| Rogue Servitor | S | Friendly machines | The 2,000 starting Bio-Trophies give +20% Complex Drone efficiency; 1 Unity per 100 | not with Determined Exterminator, Driven Assimilator; no Resource Consolidation, Shroud-Forged origin; locked |
| Astro-Mining Drones | A | Machines whose minerals come from mining stations | +50% mining station output and Station Capacity; Mining Drones 4 to 1 Minerals per 100 | no Resource Consolidation origin; Megacorp DLC |
| Rapid Replicator | A | Any machine not going Virtual | +20% Mechanical Pop Assembly Speed | none |

| Determined Exterminator | A | Early aggression | +25% ship weapons damage, +33% Naval Capacity, -15% ship build cost; purges organics | not with Rogue Servitor, Driven Assimilator, Memorialist +3 more; no Common Ground, Hegemon +1 more origin; locked |
| Galvanic Retrofitting | B | Thermophile builds with a Living Metal income | Modular Growth Compounds: +10% assembly, half of Rapid Replicator, for 5 Living Metal a month | not with Biodrones; no Synthetic Fertility origin; Infernals Species Pack; locked |
| Static Research Analysis | B | Research machines, late swap | +1 research alternative; the Cognitive Node starts with an Expertise trait | none |
| Hyperspace Calculations | B | Opener, swap at the 3rd slot | +15% physics research, +10% sublight speed | not with Exploration Protocols; Astral Planes DLC |
| Constructobot | B | Early game | -15% infrastructure cost, +15% build speed, basic zones need no tech | none |

| Tactical Algorithms | B | Shroud-Forged origin (A there) | Commanders start with the Tactical Algorithms trait; starts with a Military Academy | not with Determined Exterminator; The Machine Age DLC; locked |
| Genesis Architects | B | Terraforming and uplift machines | -25% terraforming cost, +25% speed, +300 pre-sapient pops on Genesis Ark colonies | not nomadic; not with Exploration Protocols, Determined Exterminator; no Resource Consolidation, Life-Seeded origin; The Machine Age DLC |
| Built to Last | C | Amenity-starved machines | -15% pop amenities usage | none |
| Obsessional Directive | C | Fun runs (unlocks Maximize purge with Exterminator) | +15% Artisan Drone efficiency and the Commodities Consolidation situation | not with Warbots; The Machine Age DLC; locked |
Rogue Servitor is the top machine civic. Even a Paradox developer admitted in a dev diary Q&A during the 4.4 cycle that it keeps ending up too strong: “I can’t count how many times Rogue Servitors have been made into the best civic in the game.” You will start with 2,000 Bio-Trophy pops on Mandatory Pampering, and every 100 employed Bio-Trophies give 1 Unity and +1% Complex Drone job efficiency on their planet for 1 Consumer Goods. The starting group is worth 20 Unity and +20% Complex Drone efficiency, and the Organic Sanctuary you start with provides 1,500 Bio-Trophy jobs.
Servitors cannot build the machine unity buildings, but their capital keeps its 200 Coordinator jobs, and their unity zone will fill with five times as many Bio-Trophy jobs per district as other machines get Coordinators. Unity per pop is low, so the drone efficiency is what makes the civic S tier.
Astro-Mining Drones trades planets for space. Mining stations will produce +50%, the Astro-Mining Bay that replaces your Solar Panel Network adds another 15% in its system (10% more with an Astro-Mining Hub), you get +50% Station Capacity and orbital stations cost half. In return every Menial Drone job, Agri-Drones included, loses 50% output, and Mining and Tech-Drones also lose some base output. Before other bonuses, 100 Mining Drones drop from 4 to 1 Minerals and 100 Tech-Drones from 8 to 3.5 Energy.
On Minerals, the civic breaks even when your mining stations make 6 base Minerals for every 100 Mining Drones you employ, or 4.6 with an Astro-Mining Bay in every mining system. That makes it A tier for an empire that lives on mining stations and a lot weaker for one that lives on planet jobs.
Rapid Replicator is the simple A tier pick, with +20% Mechanical Pop Assembly Speed and no requirements. Driven Assimilator starts you with a Cyborg secondary species and lets you assimilate organics, with a small lump of Unity and Society research for each assimilated pop group, while organics that cannot be assimilated are purged over time. Determined Exterminator is the aggressive A tier pick for an early war. Rogue Servitor, Driven Assimilator and Determined Exterminator are all locked and exclude each other.
Galvanic Retrofitting is locked at empire creation and gives +75% Colony Infrastructure Refund plus Living Metal tools. Its Modular Growth Compounds edict adds +10% Pop Growth (or Assembly) Speed, half of Rapid Replicator’s bonus, but costs 10 Living Metal to switch on and 5 Living Metal per month, while your homeworld deposit gives only 1 a month. That keeps it in B tier.
The rest of the B tier is situational. Static Research Analysis (+1 research option) is a good late pick, Hyperspace Calculations (+15% Physics research) is an opener that you will swap out later, and Constructobot is the machine Functional Architecture for the early game. Organic Retrofitting turns Fabricators into Catalytic Drones (5 Alloys for 12 Food per 100 jobs instead of 4 Alloys for 8 Minerals) and is mostly played with bioships. Tactical Algorithms is locked and climbs to A with the Shroud-Forged origin. Genesis Architects has fallen off since 4.3, and Built to Last and Obsessional Directive are C tier.
Gestalt civics never unlock a council position. Each one only speeds up the experience gain of one of the four fixed Gestalt Council nodes by 25%, so Guardian Matrix and Guardian Cluster carry the same Empire Size penalties as Sovereign Guardianship without its defense councilor. Gestalts still have a research seat, since the Cognitive Node gives the same +2% research speed per level as a regular Head of Research.
Hive Mind civics
Hive Mind civics are the quietest of the four groups. None of them reaches S tier, and most of them only nudge your economy a little bit, so your origin will probably decide more about a hive than its civics do.
| Civic | Tier | Best for | Why (4.5.2 numbers) | Requirements |
|---|---|---|---|---|
| Natural Neural Network | A | Wilderness origin | +1 research option; Wilderness symbionts make +0.25 research per 100 | none |
| Cultivation Drones | A | Late game, Life-Seeded or Progenitor hives | +10% job output and pop growth, -15% pop upkeep | not nomadic; not with Permutation Pools; no Remnants, Post-Apocalyptic +5 more origin; Cosmic Storms DLC; locked |
| Galvanic Symbiosis | A | Thermophile bioship hives | +75% infrastructure refund; growth edict +10% for Living Metal | Thermophile species; not with Wild Swarm; no Wilderness, Synthetic Fertility origin; Infernals Species Pack; locked |
| Devouring Swarm | A | Aggressive hives | +25% hull, +40% army damage, +33% Naval Capacity, -25% ship cost; no diplomacy | not with Genesis Symbiotes, Bodysnatcher, Pyromanic Instinct; no Common Ground, Hegemon +1 more origin; locked |
| Cordyceptic Drones | A | Early fauna aggression | Starts with 3 Reanimated Amoebas; defeated organic fauna are reanimated | Necroids Species Pack |
| Organic Reprocessing | B | Tree of Life and bioship hives | Catalytic Drones: 3.75 Alloys for 9 Food instead of 3 Alloys for 6 Minerals per 100 | no Volcanic homeworld; no Calamitous Birth, Wilderness origin; Plantoids Species Pack |
| Divided Attention | B | Wide hives, Wilderness swap-in | -25% Empire Size Effect, stacking with the Hive Mind's own -25% | none |
| One Mind | B | Unity hives | +15% Monthly Unity, -1 leader negative trait | none |
| Elevational Contemplations | B | 3rd civic | +25% colony ascension effects, -25% tradition cost from empire size | none |
| Mycorrhizal Ideal | B | Life-Seeded or Tree of Life plant hives | Gaia Seeders turn planets into Gaia Worlds over 4 phases | not nomadic; Fungoid or Plantoid species; no Void Dwellers, Evolutionary Predators origin; Plantoids Species Pack; locked |
| Chosen Many | B | Psionic hives | Starts in contact with a Shroud patron and with Psionic Aura | not with Innate Design; no Evolutionary Predators, Wilderness origin; Shadows of the Shroud DLC; locked |
| Empath | B | Opener for diplomatic hives, swap later | +20% Diplomatic Weight, +50 trust cap, smaller opinion penalty with organic empires | not with Devouring Swarm, Pyromanic Instinct; no Necrophage origin; Federations DLC |
| Ascetic | B | Any hive (no 4.x player data) | +5% habitability and -15% amenities usage for all drones | none |
Natural Neural Network gives every hive +1 research option. On a normal hive, each 100 Maintenance Drones also add 0.1 of each research type and 0.1 Unity for 0.2 Minerals of upkeep, which is tiny: 1,000 Maintenance Drones make 3 research and 1 Unity. Wilderness hives get +0.25 research per 100 of their mining, energy and food symbionts instead, so it grows with your normal resource jobs. That is why it is A tier with the Wilderness origin, where it usually starts next to Empath, with Divided Attention or Elevational Contemplations as the third civic.
Cultivation Drones is the locked hive version of Planetscapers and sits in A tier, with +10% Resources from Jobs, +10% Pop Growth (or Assembly) Speed, -15% Pop Upkeep and +25% Clear Blocker Speed. Every natural blocker left on a colony costs you 10% Resources from Jobs and adds 15% Pop Upkeep, so the civic will get stronger as you clear them. Galvanic Symbiosis needs a Thermophile species and works like Galvanic Retrofitting, and it pairs with Cultivation Drones on Overtuned or Progenitor hives. Devouring Swarm is the aggressive A tier pick, and Cordyceptic Drones is the A tier fauna civic for the early game. It will start you with 3 Reanimated Amoebas, reanimate the organic space fauna you defeat and give space fauna components +50% damage and fire rate.
The B tier civics each do one thing. Divided Attention gives -25% Empire Size Effect on top of the Hive Mind’s own -25%, so the tech and tradition cost penalty from your size shrinks while the Empire Size number stays the same. One Mind is simply a flat +15% Monthly Unity, Elevational Contemplations is the hive Ascensionists for the third slot, and Organic Reprocessing is the hive Catalytic Processing, with the same 3.75 Alloys for 9 Food per 100 jobs. Empath is a good opener for a diplomatic hive, Mycorrhizal Ideal brings Gaia Seeders to Fungoid and Plantoid hives, and Chosen Many is the psionic option.
Ascetic gives all drones +5% habitability and -15% amenities usage. It was one of the favorite hive civics before 4.0, but nobody has published a current opinion on it, so its B tier rests on the numbers alone.
Corporate civics
Megacorporations cannot take regular civics at all. Most corporate civics are tied to one branch office building (some also to its criminal twin), and once you have the civic, that building makes extra Trade on its host planet and adds 200 Trader jobs to your capital.
| Civic | Tier | Best for | Why (4.5.2 numbers) | Requirements |
|---|---|---|---|---|
| Worker Cooperative | S | Egalitarian megacorps | Mutual Aid turns each 1 trade into 0.25 trade, 0.2 energy, 0.2 minerals, 0.2 food, 0.075 unity | Egalitarian; not Xenophobe; not with Corporate Hedonism, Ruthless Competition |
| Free Traders | A | Any megacorp (staple) | +2 Trade per 100 Traders, +10% Branch Office Value | none |
| Trading Posts | A | Any megacorp | +4 Station Capacity, +2 Trade from starbase buildings | no Hard Reset origin |
| Augmentation Bazaars | A | Overtuned or Cybernetic Creed (S there) | Executives become Augmentation Merchants; universal augmentation traits | no machine species; not with Chosen Executives, Corporate Vampires; no Teachers of the Shroud, Synthetic Fertility +2 more origin; The Machine Age DLC; locked |
| Sequenced Securities | A | Cybernetic Creed priest megacorps | +1.5 Society per 100 Bureaucrats, -15% crime | no machine species; BioGenesis DLC |
| Dimensional Enterprise | A | Cybernetic Creed priest megacorps | +1 Physics per 100 Bureaucrats, +10% rare tech chance | Spiritualist; Astral Planes DLC |
| Catalytic Recyclers | A | Food-rich megacorps, nomads | Catalytic Technicians: +0.75 Alloys per 100, industry pays Food instead of Minerals | no Volcanic homeworld; no Calamitous Birth origin; Plantoids Species Pack |
| Gospel of the Masses | B | Spiritualist megacorps | +1 Trade per 100 Bureaucrats; Spiritualist pops add Trade at home and on Branch Offices | Spiritualist |
| Mastercraft Inc. | B | Worker Cooperative partner | Artificers: 8 Consumer Goods and 2 Trade per 100 instead of 6 Consumer Goods | none |
| Pharma State | B | Genetic ascension, Worker Cooperative | +4 Trade per 100 healthcare workers, +100 healthcare jobs from capitals | no machine species; no Broken Shackles, Payback origin; Galactic Paragons DLC |
| Franchising | B | Subject and vassal play | Subjugation ignores diplomatic requirements; Franchise Headquarters holding with 200 Overlord Manager jobs | none |
| Criminal Heritage | B | Fun criminal syndicates (split opinion) | Branch Offices on any empire you are not at war or in a truce with, -20% Branch Office cost | no Hard Reset origin; locked |
| Shadow Corporation | C | Dark Matter builds | Starts with Dark Matter Drawing; dark matter edicts and the Breakthrough agenda | no Hard Reset origin; Astral Planes DLC; locked if taken at start |
| Letters of Marque | C | Pirate roleplay | -5% ship upkeep, Pirate Raid casus belli on all empires | Militarist or Authoritarian; not Pacifist; Galactic Paragons DLC |
| Corporate Protectorate | C | Militarist tall megacorps | +100% Empire Size from Branch Offices plus the Sovereign Guardianship size penalties | Militarist; not nomadic; not with Privatized Exploration; no Fear of the Dark, Payback +1 more origin; Astral Planes DLC; locked |
Worker Cooperative is the strongest corporate civic in 4.5. It needs an Egalitarian megacorp that is not Xenophobe, and it replaces the normal trade policies with Mutual Aid. Of every 1 Trade you collect, 0.25 stays Trade and the rest becomes 0.2 Energy, 0.2 Minerals, 0.2 Food and 0.075 Unity (the in-game text shows this as 0.27, 0.27, 0.27 and 0.1 per converted Trade). That turns 75% of your Trade into raw resources, while the other trade policies convert 50%.
The civic also removes your Executives. Every Executive job a megacorp capital would give becomes 1.5 Steward jobs, and Managers become Stewards as well. Per 100 jobs, a Steward makes 3 Unity and 1 Trade, a Manager 3 Unity and 2 Trade and an Executive 5 Unity and 4 Trade, so you give up a good part of that Trade and a little Unity for more jobs and no Elite stratum. Bear in mind that Worker Cooperative also brings Employee Ownership, a living standard with high Consumer Goods upkeep for every pop, so a solid Consumer Goods economy is going to be essential.
I would still take it over Augmentation Bazaars, unless you start with Overtuned or Cybernetic Creed.
Augmentation Bazaars is locked and not available to machine species. It turns Executives into Augmentation Merchants and lets you pick universal augmentation traits for your species, and with the Overtuned or Cybernetic Creed origin it is S tier. Sequenced Securities and Dimensional Enterprise, which add 1.5 Society and 1 Physics research per 100 Bureaucrat-type jobs, are A tier inside the Cybernetic Creed priest build. Free Traders (+10% Branch Office Value, +2 Trade per 100 Traders) and Trading Posts (+4 Station Capacity) are the A tier staples for any megacorp, and Catalytic Recyclers is the corporate Catalytic Processing.
In B tier, Gospel of the Masses (Spiritualist) gives +1 Trade per 100 Bureaucrat-type jobs, and your Spiritualist pops will produce extra Trade on your colonies and Branch Office planets. Mastercraft Inc. is the corporate Masterful Crafters, Pharma State gives +4 Trade per 100 healthcare jobs, and Franchising suits a subject-based megacorp. Criminal Heritage is probably the most fun one. It is locked and turns you into a criminal syndicate that can open Branch Offices on any regular empire you are not at war or in a truce with.
Several corporate civics are twins of locked regular civics, such as Trawling Operations (Anglers), Corporate Protectorate (Sovereign Guardianship) and Space Ranchers (Beastmasters). After empire creation, you can only get one of them by reforming a regular empire with the matching civic into a megacorp, and you can never remove them. Corporate Protectorate is C tier for the same reasons as Sovereign Guardianship, and it also raises Empire Size from Branch Offices by 100%.
Nomad empires from the 4.4 Nomads expansion have their own small set of civics, such as Caravan Masters, Deep Sleep, Void Reavers and Star Seekers, plus gestalt and corporate versions like Stellar Encounters Ltd. Deep Sleep will start you with 3,000 extra pops but puts Deprecated Cryo Pods blockers on your arkships, and Star Seekers unlocks the Festival approach for your Operational Reserves, whose Celebrations were reworked in patch 4.4.5. We did not rank them, since they only work for nomadic empires and changed too recently for a settled opinion.
The civics that changed most since 4.0
These are the civics where older tier lists, videos and even some in-game texts are most often out of date. All numbers are base values per 100 jobs, before techs and other modifiers.
Parliamentary System
Patch 4.3 cut Parliamentary System to +20% faction output (the 4.1 lists quote +40%) and added +50% disapproval from unmet faction demands. Its real value is timing. Factions can form 30 days into the game instead of after year 10 and first contact. Every empire also carries an “Early Years” modifier of -50% faction output for the first ten years, and Parliamentary System is not exempt, so its early factions produce at 70% until year 10 and at 120% after that.
That is why it dropped to A, and why reforming it out after the early game is still the standard advice.
Technocracy
Technocracy climbed to A tier with its 4.3 rework. Besides the Science Director swap from the research section above, it gives +1 research option, +1 Scientist capacity and -1 Official capacity, and your homeworld governor will be a Scientist whose Expertise traits boost matching research jobs on the planet. The Senior Science Director councilor is the weak part: at level 10, it adds 0.5 research of a second field per 100 researchers for 1 more Consumer Goods of upkeep. The old claim that Technocracy “eats all your Unity” no longer holds, since the swap only costs 1 Unity per 100 jobs.
Anglers
Anglers no longer make extra food. On Wet worlds (Continental, Ocean and Tropical), an Angler makes the same 6 Food per 100 jobs as a Farmer plus 2 Trade, and Artisans become Pearl Divers, who make 6 Consumer Goods and 2 Trade for 4 Minerals and 3 Food. An Agriculture district with its Aquaculture specialization makes 13.5 Food, 6 Trade and 3 Consumer Goods for 2 Minerals, against 18 Food for a normal one. What keeps Anglers in A tier is that Agriculture districts cost 50 fewer Minerals on Wet worlds and have no cap on Ocean worlds. With Masterful Crafters, Artisans on Wet worlds will become Pearl Crafters, who keep both bonuses and make 8 Consumer Goods and 4 Trade per 100 jobs for 4 Minerals and 3 Food.
Experimental Sentencing
Patch 4.5.2 halved the Experiment Engineer, who now makes 1 Physics, 1 Society and 1 Engineering research per 100 jobs for 1 Consumer Goods. That is the same 3 research as a Physicist for two thirds of the upkeep. Every 10 points of planet crime give Experiment Engineers +10% Job Efficiency, and every 100 Orderlies on the planet add +2.5% for Experiment Engineers and Test Subjects. At 30 crime, 100 Experiment Engineers make 3.9 research, or 4.2 with 400 Orderlies.
Experimentation Chambers give 200 Experiment Engineer jobs plus 200 to 600 Test Subject jobs, depending on their tier. The hive version, Corrective Consciousness, gets the crime bonus but no Orderlies.
Fire Cult
Fire Dancers replace Priests and make the same 3 Unity per 100 jobs, with 400 Amenities instead of 200 and +0.5 Stability. Since 4.5.2, they also get +25% Job Efficiency for every 10% of habitability below 100%, checked for each pop group: +50% at 80%, +125% at 50% and up to +250% at 0%, while the normal low-habitability penalty still applies. The Fire Oracles that replace Politicians on planets where your main species has 50% habitability or less make 6 Unity per 100 jobs, but they get no efficiency bonus.
With Death Cult, both priest swaps merge into the Cremator, which makes 2 Unity and 0.5 Society research per 100 jobs, gets the Fire Cult bonus and adds 1,000 Amenities and +2 Stability. The old “+500% Unity” figure no longer applies.
Relentless Industrialists
Relentless Industrialists has no modifiers of its own and unlocks one building per planet. The Coordinated Fulfillment Center adds +0.2 Alloys per 100 Metallurgists and +0.2 Consumer Goods per 100 Artisans for -20% pop growth on that planet, and its upgrade gives +0.3 of each for -40%. Each building also fills a pollution counter that can turn the planet into a Tomb World (Ecumenopolises, habitats and ring worlds never do). Even the best case, the upgraded building after the Full Steam Ahead outcome of its situation, is +0.5 Alloys per 100 Metallurgists, which on a planet with 1,000 Metallurgist jobs is +5 Alloys a month.
That is why it sits in C.
Merchant Guilds
Merchant Guilds turns Politicians into Merchants everywhere. Per 100 jobs they make 3.5 Unity instead of 5 plus 6 Trade, for the same 3 Consumer Goods, and each Galactic Stock Exchange gets 200 extra Merchant jobs. The civic also unlocks the Mercantile diplomatic stance and lets a regular empire found a Trade League. Its Director of Trade councilor gives +3% Trade from Merchants per skill level, and despite what some older lists claim, it gives nothing per Trader. With Technocracy, the swap becomes the Tech Visionary, with 2.5 Unity, 6 Trade and 1 of each research per 100 jobs.
Sovereign Guardianship
Sovereign Guardianship raises Empire Size from colonies by 75% and from systems by 150%, and lowers it from pops by 25% and from districts by 50%. Every colony will add 15 extra Empire Size, and it takes about 12,000 pops or 60 districts to cancel that out. In our sample empires, that came to +32% Empire Size for an early tall empire, +13% for a mid-game tall one and +30% for a mid-game wide one, and only a late tall empire came out slightly ahead.
In return you get +20% Diplomatic Weight, +1 Unity per 100 Soldiers, Fanatic Guardian defense armies and the Inner Focus edict. You cannot add it after game start or ever remove it, so it is C tier.
Aristocratic Elite
Aristocratic Elite sat near the bottom of the 4.1 lists and is B tier now. Since 4.3 it gives +10% Job Efficiency to all Elite jobs for +10% Leader Upkeep, and its Nobles make the same 5 Unity as a Politician plus +0.5 Stability per 100 jobs. The Noble Estates you start with add 100 Noble jobs and 100 housing, and the Orbital Ring version (or the arkship one for nomads) gives 200 of each. The Lord Steward councilor adds +2% Elite resource output per level.
Oppressive Autocracy
Oppressive Autocracy turns Enforcers, and Telepaths if you take Psi Corps, into Elite jobs and forces the Dystopian Society living standard. Only Elites will use Amenities, while the other strata use none but also produce almost none. Non-Elite pops get -200% happiness and much less political power, and Specialists pay only 0.125 Consumer Goods of living-standard upkeep (0.5 under Stratified Economy) while Elites pay 1.33. You also get -20% Leader Upkeep and +1 commander capacity, but no Holo-Theatres. It is a niche C tier civic for telepath-elite builds.
Distinguished Admiralty
Distinguished Admiralty (any Militarist) gives +10% ship fire rate, +20% Fleet Command Limit, +2 starting skill level for new commanders and -25% Commander Upkeep. The commander experience bonus and the flat command limit of older versions are gone. Since the +20% applies to your whole command limit, it grows with every command limit technology. Its Lord High Admiral councilor gives new ships +50 starting experience and +1% Naval Capacity per councilor level, and your heir can never be an Admiral.
Agrarian Idyll
Agrarian Idyll hides the Arcology Project ascension perk and sets the research weight of Anti-Gravity Engineering to zero, so you cannot build an Ecumenopolis and normally cannot restore a Relic World either. In return Agriculture districts get +400 housing, other rural districts +300 and City districts -200. The one reason to take it is Anglers: on Wet planets the two together give you Coastal Hamlets, with 50 Angler, 50 Pearl Diver and 50 Trader jobs per district level. It stays in D tier, and only that combination makes it worth a look.
Beacon of Liberty
Beacon of Liberty (Democratic, Egalitarian, not Xenophobe) gives +10% Monthly Unity, -10% Empire Size from pops and +25% Refugee Attraction, although some lists still quote 15% for the first two. Pops are a small part of Empire Size in 4.x, so the size cut is worth about 5 Empire Size per 10,000 pops.
You will notice that on a big late-game population and hardly at all early on, so the +10% Monthly Unity is what keeps it in B.
Pleasure Seekers
Pleasure Seekers turns Civilians into Hedonists, and since 4.5 they make 1 Unity per 100 for 0.25 Consumer Goods under any living standard. On Decadent Lifestyle they also give their colony Pop Growth (or Assembly) Speed of 5% plus 25% times the Hedonist share, which is +17.5% when half the colony are Hedonists and +30% at most. It only works while the colony has free housing and amenities and your empire has no Consumer Goods deficit. The old ever-growing pop bonus is gone, and with it the near-infinite pop build with Lubrication Tanks, which leaves it in B tier.
Lubrication Tanks
Lubrication Tanks no longer creates pops, whatever the in-game job text says. Its one-per-planet Hyper Lubrication Basin, which lowers habitability on its planet by 10%, adds 200 Lubrication Terminal jobs, and every 100 of them give +500 Amenities and +5% Elite job efficiency for 1 Consumer Goods. A Substance Abuser governor gets +3 skill there, and the Terminal Overseer councilor adds 20 jobs per level. That makes it a C tier governor and amenity civic for individualist machines.
Civic slots and reforming
You start with 2 civic slots. Researching Galactic Administration (a tier 3 Society technology) adds a third and also resets your government reform cooldown, so you can use the new slot right away. Fear of the Dark can give a fourth slot on two of its branches: if you show the aliens compassion and later accept the Old Hunters’ request (“You may.”), or if you take the purge route and become Fanatic Purifiers, whose forced civic then takes that slot. A few event civics, such as Galactic Sovereign, Divine Sovereign and Great Khan’s Vision, add a slot but fill it themselves.
Reforming costs 10 Unity per point of Empire Size and starts a 20-year cooldown, and Democracies get that cooldown reset when an election brings in a new ruler. If a civic stops meeting its requirements, for example after your ethics change, it becomes inactive and gives none of its bonuses. Gestalt empires can swap civics like everyone else, but they can never leave their authority.
Some civics can never be removed:
- Inward Perfection, Fanatic Purifiers, Barbaric Despoilers, Idyllic Bloom, Marine Machines, Oppressive Autocracy, Natural Design, Scorched World Heralds, Fire Cult and Void Reavers can only be picked at empire creation and stay forever.
- Anglers, Sovereign Guardianship, Storm Devotion, Planetscapers, Galactic Curators, Beastmasters, Superstitious Beliefs, Secret Societies, Chosen, Tankbound, Planet Forgers and Galvanic Synthesis are start-only as well (reforming into a megacorp swaps them for their corporate twins).
- Entropy Drinkers can be reformed in, but never out.
- Dark Consortium taken at game start is locked from day one, and Eager Explorers cannot be dropped before you research Jump Drive.
- On the gestalt side, 30 of the 84 Machine and Hive civics are start-only and permanent, including Rogue Servitor, Determined Exterminator, Driven Assimilator, Devouring Swarm and Cultivation Drones.
Crusader Spirit is not on that list, so you can reform it out like any other civic.
Civics questions
What is the best civic in Stellaris? For a regular empire, Catalytic Processing and Merchant Guilds are the safest picks, because neither needs particular ethics or an authority and both improve jobs you will have in every game. Memorialists is the best pure unity civic. For machines it is Rogue Servitor, and for megacorps Worker Cooperative.
What is the best government type for civics? Your authority decides which civics you can take. Oligarchic is the only authority that allows Aristocratic Elite and Exalted Priesthood together, Democracies get Parliamentary System and Beacon of Liberty, and Imperial empires get Feudal Society and Imperial Cult. Most top civics, such as Catalytic Processing, Merchant Guilds and Memorialists, work under any regular authority.
What are the best civics for Under One Rule? Under One Rule starts Dictatorial and cannot reform its authority while its Luminary rules, so Aristocratic Elite, Feudal Society and Imperial Cult are out at the start. Byzantine Bureaucracy and Merchant Guilds work in any case, and spiritualists can take Exalted Priesthood until they proclaim Imperial rule.
Can you change civics in Stellaris? Yes, through Reform Government. It costs 10 Unity per point of Empire Size, and you then have to wait 20 years before the next reform. Locked civics such as Fire Cult, Anglers or Beastmasters can never be removed.
How many civics can you have? Two at the start and three after Galactic Administration. Fear of the Dark can add a fourth on two of its event branches.
What are the best civics in 2026? Patch 4.5.2 from October 2026 is the current version, so the tier list above is the 2026 list. Patch 4.3 in March 2026 rebalanced many civics, and 4.5 and 4.5.2 then changed Pleasure Seekers, Experimental Sentencing and Fire Cult.
Before you confirm your two civics at empire creation, check whether either of them is locked. A weak civic that you can reform out will only cost you some Unity and a 20-year wait, but a weak locked one stays with you for the rest of the game.
